My Intel pentium 4 2800 MHz only runs at 2100 MHz can anyone tell me how to fix this

How old is the processor? Assuming you bought your computer somewhere, is there a warranty that will cover the processor? When did you notice this happened? Has it always done this? If you play a game or something, does it stop at 2100 MHz, or will it climb up? How did you figure this all out?

the processor is new it replaces the oriqinal 2200 celeron chip that came with the computer
