HELP, Cant turn my system OFF

i got ahead of myself now what?
i am using wxp sp2, with a microstart 6378 ver2, award bios, on the motherboard. When I tried to flash the bios, thru a 3rd party vendor's flash routine, my system will not come up.I shorted out the cmos with the jumper
settings, then tried again, the system makes some internal noises,doesnot access the hard drive, hit delete at power on, still nothing, and I cant even
turn the system off, without flipping the I/O switch in the back.
HELP!

It sounds like the third party's flash program screwed up the BIOS. You have to send the motherboard back to the manufacturer to get this straightened out.

ALWAYS use the motherboard manufactuer's BIOS updates and update programs to flash the BIOS or risk having this happen again.
