Windows XP 3.1 Installation fails

I recently did an In Place installation of XP Pro evrything works great except when update or I try a local installation of the installer program it fails I get a "access denied" message.I'm assuming that one or more registry strings no longer has the proper administrator permissions for Full control after the reinstallation was done.Any help would be appreciated
