How can I get Norton AntiSpam from loading?

I am running Windows XP Home SP2 on Velocity Micro PC at 3.0 GHz with 1 GB RAM with Office XP Pro 2002. I have NIS 2004 and I am also running NSW 2005 with Norton Antivirus (version and Norton Utilities (version 18.00.062).

I have disabled Norton AntiSpam in the NIS 2004 console and have repeatedly removed Norton AntiSpam from my com-ins in Outlook. It remains disabled in NIS, yet it keeps loading into Outlook 2002; when I open up the com-ins, it is there again. I have also removed AntiSpam from the toolbars, but it too returns with every start of Outlook.

How can I get Norton AntiSpam from NIS 2004 to stop loading?
