POST screen dont show up

on my sister computer when you press the power button to turn it on....it makes the sound like its loading everyting....but nothin shows up...not even the POST screen... the light on the monitor just flashes and nothn shows up ive try my monitor in the computer and it still doesnt work.....need help urgently..

i replaced the video card.................it now works..........thanks for the idea about the video card..
