LOcal Disk icon and INternet Explorer help

On my Computer the proper local Disk C icon is not there. Instead there is a white icon with a little window in it, the box you get when it can't find the icon. Any ideas on fixing this? Thanks.

Also. I have Internet Explorer 7. I had to re-install Windows XP as I had a problem. Now when I try to open Internet explorer it says 'The procedure entry point InternetGetSecurityInfoByURLW could not be located in the dynamic Link Libary WININET.dll. Any ideas on resolving this aswell. Thanks again.
