Download speeds plunging absurdly. A sign of malware?

Recently my download speeds have been acting really strange, usually starting off at a very high rate, say around 500kB/s, then steadily plunging as the download continues, sometimes to less than 20kB/s. This occurs for all direct downloads that I've tried, even from local trusted sites with good bandwidth.

I had this problem a couple of months ago too, and I eventually had to reformat my computer because the problem then had gotten too ridiculous. I could not download anything off the web as the speed would plunge and eventually the connection to the download mirror would be lost.

I'm not sure if malware is at work here, but I just wanna be safe, and rule it out if possible and then focus on other likely causes.

After following all the steps in the "Click here" page, my computer turns out to be pretty clean. Below is my HijackThis log.
