IE6 problem. new windows will not pop up

I know this must sound a bit strange, but I'm not getting any popups. I'm talking a legitimate ones, such as a link on a site that pops a new window. This is related to right clicking on a link and selecting "Open Link in New Window," which does not work either. All that happens is the window header flashes once.

I have no popup blockers turned on, and all of Norton SystemWorks tools found nothing.

a pop up blacker
holdctrl and alt while opening a new window :whistling:

That doesn't do anything. As I said, there are no popup blockers turned on.
