re-installed xp and sp2 - problem

I had to reinstall windows xp sp2 and all the security updates recently. I can browse the internet but when i try to access my banking, gambling, download accounts windows starts a new ie window but announces `we could not open the window you requested. please reconfigure your pop up blocker and firewall and try again`. ive turned both of these off but still get the same message ! can anybody suggest a solution ?
