I've been searching all day and I can't seem to figure out how to install these features. I'm 99% sure that this card has those features on it, but I can't figure out how to access them.

Just lookin' for some help, please.

Sorry, but you have somewhat wrong information about GMA 900 (This is the GPU of Intel 82915G/GV/82910GL chipset). It don't support Vertex shader, but support pixel shader upto verion 2.0. You are right about HW Tranform & Light. You don't need to manually install it. Everything is installed automatically with the video driver provided by Intel.

You could check via Everest Home edition (It's a diagnostic tool to get every info about system). It's free. But if you don't find, let me know. I'll mail it to you.
