I have to unplug power chord to bootup

Can anybody let me know why SOMETIMES I have to unplug the power chord before my PC will even do the post? I have a Compaq Presario. Also, I can hold down the power button in front for at least 5 seconds before it will even turn off. With this method, I have to do this 3 times before the PC will even boot up and post for an XP splash to come up and run normally. Thx, joe-fred

I'm sorry, of coarse if have to plug the power chord back in and then push the power button and then everything powers up correctly. thx again, joe-fred
