Are you sure you are looking in Windows Explorer and not in Internet explorer Tools menu?

What other options do you have in the Tools menu?

Sorry about that, just checking

Can you access folder options via Control Panel?

Can you open registry editor (Start > Run > regedt32) and look for following key:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
or
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]

if there is a key named 'NoFolderOptions', delete that key or put it's value to 0

Please right click this LINK, choose SAVE LINK AS or SAVE TARGET AS, and save it somewhere on your computer where you will remember where it is located. Then find the file on your computer and double-click it to run it. Click YES to the warning: Are you sure you want to add the information in FILE LOCATION HERE\folderoptions.reg to the registry? Then reboot your computer and once rebooted, see if Folder Options is once again visible under TOOLS.
