It could be a problem with your Windows Installer Service.
Is your computer fully updated? If you are not sure, can you open an internet explorer, go to Tools (in the menu bar) and select Windows Update?

Another thing I'd like to check:
go to Start > Run
In the box, type 'msiexec' (without the quotes) and click ok
Normaly a window pops up with information about the Windows Installer.
What version can you see? (should be in the first line of the pop-up window)
