Why is my Start bar disappering?

My start menu bar disappears after going to screensaver after 20 mins or when launching multiple programs and then going into hibernation mode. After a scan (via panda) of spyware or viruses, 11 instancts of spyware were found and cleaned however it still does not fix this issue. Please help as it's very annoying.
