DVD-ROM trouble

Hi, I'm new here..and sorry if this topic should be elswhere, but I just built a system and am now really to throw it out the window:

Athlon 64 (3200)
Abit UL-8 MB
Win XP SP2
Samsung 160 GB SATA
1GB RAM
Chaintech VOlari V5 card
Samsung TSH-8507 DVD drive

when I try to access a DVD-ROM in Explorer, it says "Not responding"

It will not read the DVD

also when I run a program (any program) my CPU spikes to 100%

I do NOT have internet on the Machine in question

I really don't know what else to try, I've tried BIOS config changing cables, etc...

any help is greatly appreciated, even a link!!
