Scan Disk Or Defrag

scan disk or defrag wont run i keep getting message that another program is running making it keep restarting.i close out ever thing . .

Scandisk and defrag keep restarting becasue there is a program running in the background that is accessing your hard drive.

If you boot in Safe Mode, you'll be able to finish a scan.

If you want to determine which program it is, and can't by reviewing Windows Task Manager, it may be a good idea to scan for Spyware.
