Help me....computer locked up

Help/ my computer was really sluggish. I run spyware protect daily on it. I also try to clean the registry and may have accidentally deleted something needed? I was doing a system restore when my power went off for a brief second. Now my log on screen comes on { but slowly] and when I ntry to log on on any user act it tells me that the domain is not available. When I tried to do a windows recovery or to get on to do a restore, it says my adminstrator password is invalid. What in the world can I do to fix this? I am not too knowledgeable on the computer so easy instructions HIGHLY appreciated. THANKS for any help you can give me,

BTW...it came up b/f it ocked me out saying something about windows installer needed to be loaded everythime I changed toa different site...???

I can't get to the start button at all.
