I can't install anything with InstallShield! Help!

Hey guys,
I've been having some problems with my computer for a while, but so far I've been able to side-step or fix the problems. However, there is this one problem that I cannot fix. Whenever I'm trying to install a program and uses "InstallShield" this pop-up appears and says

Command line parameters:
/L language ID
/S Hide initialization dialog. For silent mode use: /S
/v/qn.
/V parameters to MsiExec.exe
/UA<url to InstMsiA.exe>
/UW<url to InstMsiW.exe>
/UM<url to msi package>

The pop-up is like that. Word for word. Help me please. Thanks!

For XP, try re-installing windows installer

Thanks for looking in on this but...it still doesn't work. Not only that, but now my Windows is telling me that it is not "genuine?" But my Windows is the one I got with my computer. This is really quite troublesome.
