Does reformatting the drive and reinstalling windows have any effect on the life of the hard drive?

Formatting and installing windows will not effect the life of a hard drive.

Mechanical wear(bearings) and electronic failure(the controller) are 2 common causes of hard drive failure. Whenever you handle a hard drive avoid touching the exposed circuitry of the drive. Electrostatic discharge can degrade/destroy electronic components on the drive's circuitry.
