Password problem

My client has a Dell with Windows XP home that won't boot, complains about missing HAL.dll but suspect more serious corruption. He can't get in with recovery console because he doesn't remember his admin password (it's not blank). He has put the drive in another system and was able to run chkdsk but we need a way to reset the password on the now secondary (non-boot) drive.

He tried to re install but it said no installation was found.

Any suggestions appreciated.
