Outlook Explorer Problem

I've been using my email outlook explorer for sometime but recently it showed me an error message and I cant read my email since.

Below is the message:

The connection to the server has failed. Account: 'pop.singnet.com.sg', Server: '', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E

Any suggestions on how to solve this.

2.It is also possible to receive this error message when you have antivirus e-mail protection or personal firewall software enabled on your computer.
