Use the built-in mesage rules.
Open Outlook Express and go to Tools -> Address Book. Add in there everybody you want to receive from, including friends and family, mailing lists, subscriptions, etc.
When done, close the Address Book. In Outlook Express, go to Tools -> Message Rules -> Mail.
What you want to do is the following:
1) The condition is "Where the From line contains people" (tick this).
2) The action is "Delete it".
3) Box number 3 should say this:
Apply this rule after the message arrives
Where the From line contains people
Delete it
Click on the underlined "contains people" and then click on Address Book. Click and drag over all the entries in the left column to highlight them all and click the "From ->" button. Click OK.
Now click "Options". Select "Message does not contain the people below" and "Message matches any one of the people below" buttons. Click OK twice.
Box number 3 should now read (with your email addresses instead of these dummy ones):
Apply this rule after the message arrives
Where the From line does not contain '[email protected]' or '[email protected]'
Delete it
Click OK and click OK again.
This now tells Outlook Express that if you receive a message from an email address that isn't on the list (as set out in Box 3 above), it will delete it immediately.
