Saving freezes the program

Um, the basic problem is that I can't save anything. I was trying to save a picture off of a website but when I clicked "Save Picture As..." it just went to the hourglass and said it wasn't responding so I had to close it. I reopened internet explorer and tried the same picture again but it still did the same thing. Thinking it might have been that website I tried to save random other things, like the google logo, and still no go. Meanwhile I was trying to edit a picture in photoshop and when I tried to change it from a gif to a jpeg photoshop did the exact same thing and I had to close it as well.
What should I do?

As a start, clean out your temporary internet files and your temporary directory.

For temporary internet files, within IE, choose TOOLS>INTERNET OPTIONS>and press the DELETE FILES in the TEMPORARY INTERNET FILES section.

For temporary directory file deletion, navigate to c:\Documents and Settings\{user profile name}\Local Settings\Temp and delete any files or folders that are dated prior today (choose VIEW > DETAILS from within Explorer and then click the column header MODIFIED to make this easier)
