Symantec Disabled - Virus?

I fear of spyware or viruses of any sort. My Symantec Antivirus has been disabled and I have no idea how to fix it. Might there be a virus attacking the Symantec shield, itself?

When I try to click on it, Windows wants to configure the Symantec AntiVirus Client and I get an error message
