XP Pro. Blocking IE for other users

I have an administrators account on our system at work. The other users do not I would like to block the internet use on the other account. Is there a way to just have the administrators be able to access the internet? and not the other users.

I thought that you could have it ask for a admin. user name and password.

There are a few programs out there that you can have anything you want password protected. But, They all cost and I don't want to spend...
