I have some songs in WMP that are loud and others that are quiet. I already have volume leveling on but I was wondering if I can actually modify a song to make it louder.

Yes, it's quite possible.

Audacity is a great audio editor, and it 100% free. It works with many formats, but not WMA or AAC files since they are proprietary.

Once you install and run it, you can import a file and change the volume rather easily.
