Security Settings Don't Allow You To Download This File

I have IE 6 SP 2. I know how to reset Internet Security settings but it won't change...stays on the default which is Medium (which shouldn't cause current problem).

Whenever I try to download a program from the internet (such as Google Earth, Microsoft IE 7 Beta, Killbox etc.) I get the Security Alert stating "Security Settings Don't Allow You To Download This File"
I also cannot get System Restore to restore back to a previous date.

Any suggestions?

When you click on a 'download file' link, you should get a yellow bar across the top of your IE6 page window. You can click this yellow bar then choose "download this file".
