Help needed please!

This is on behalf of my brother, for reasons which will become clear! He recently signed up for BT 1 GB broadband. He has a Dell Dimension with Windows XP Home edition. The Dell came pre-loaded with Tiscali (not broadband), although prior to signing up with BT for broadband, there had been no internet connection. When he starts up his computer and goes to broadband, a “Tiscali 10.0” page pops up on screen instead of any BT homepage, and the connection speed is very slow (as if it was non broadband dial up etc). The Dell also had Norton anti virus, which my brother thought had expired (it may still be lurking). He dares not go on the web himself to ask your help, because he has no anti virus/firewall protection set up, (as he is worried it will complicate his problem). Any ideas what has gone wrong and any possible solutions?
