Windows Won't Start it Will only show backgroung

I have a computer that will start but when its loading to the any users account it freezes and the only thing that appears is the background so I have no way of getting online or trying to check for a virus what can I do. The only way I can see windows is if I log in with F8 safe mode under administrator no other user account and it will not allow me to connect under safe mode with networking either. Please response as soon as possible I need help.
