"Program not responding" message when turning off

Need a little help here, every time I go to turn my computer off (Windows XP, 2002) it takes forever and then I get an error message that says that program not responding (iexplorer) and won't turn off automatically unless I sit there and wait to get the message and then hit "End now"
Any ideas on why ie explorer is getting hung up? Thank you!!!

after you run cleaner defragment your computer

go start..all programs..accesseries..system tools..defragment

then go to this site

if it doesnt run then just download it manually then run it

just getting a couple of things out of the way
