Problem with a dvdshell.dll

Hi, im having some problems. When i open My computer or My documents, Windows media player. Error pops up and says

"Windows Cannot find 'C:\PROGRA~1\DVDREG~1\DVDRegionFree.exe'. Make sure you typed the name correctly, and then try again. To search for a file, click the start button, and then click search."

so i go into the program folder DVDRegionFree.exe and there is only one file in there and thats

"DVDShell.dll"

ive tryed EVERYTHING and i CANNOT delete it.
i've tryed spyware sweeping, antiviruses, window washer, safe mode. It JUST WONT GO AWAY!! T_T

Help please. Thanks Very Much!
