So I tried in this order: Floppy, CD-ROM, Hard-Drive -- and when it got to the screen where it would usually say "Press Any Key to Boot From Disc" for the CD-ROM booting, it kind of froze, or really did nothing. I pressed buttons and had to restart myself.

I do this right?
Leave the floppy in the drive, take the XP cd out of the cd-rom drive, and restart. It will (hopefully) boot to the floppy. If it doesn't, we may have to adjust the boot priority.
When you get to a screen with options listed on it, press Shift + F5 to go to a command prompt.
Let me know when you get to the command prompt (A:\) or if it fails to boot to the floppy.
Should I set the BIOS to boot from the floppy first? A certain order? Floppy, CD-Rom, Hard-drive? ..... or Floppy Hard-drive CD-Rom?

Restart with the floppy in the drive and whan you see the Options screen, press Shift + F5. That will take you to a command prompt.
Let me know when you are at the A:\ prompt.

Press Esc until you get back to the 4 options and choose option 3 "Delete partition or logical DOS drive" and press "Enter"
