Computer Boots Up then Dies.Repeatedly

All seemed fine earlier today. We went out, I got the kids to shut pff the comp. With my pc, usually shutting it down from the "shut off computer" option doesnt work, (it never really has) and we end up having to shut it down with the off switch in the back. We got home, I tried turning on the comp. It looked like it was starting up, then a blue screen flashed, so briefly, I couldnt read what it said, something about dumping and something else. Then a black screen came up and said "sorry for inconvenience, windows could not start successfully" then says it could be ebcause of a power outage, or not being shut down properly. It then gives the option of starting normally, starting in various safe mode options or starting from the last known working settings. None of these options work. It starts to boot up, then you can hear the pwer dying, blue screen flickers again briefly, then back to the black screen. I havent had this experience before. Any help would be great.
