pgms won't run: temp file?

I'm still having these problems: Most application installer programs (like "setup.exe") won't run; a few installed programs won't start/run. The common thread is a warning message that says variously that my "temp file" won't open or can't be accessed or is not available or some such. In fact my temp files are normal, not restricted and are available. Does this ring any bells? Any ideas? :whistling:
