I/O device error

I'm getting an I/O device error with a external USB dvd burner. I've checked and double checked the burner and there are no problems with it. It appears to be a problem with my operating system using the drive. I'm running windows XP pro. Everything is up to day. Any suggestions on what might cause the drive to act this way?
