Access to A Drive blocked

In attempting to access a disk in the A drive, I was blocked and told that I did not have authorization to open the disk and to contact the adminstrator.

In rebooting in safe mode under adminstrator when attempting to open the A drive, I was asked if I wanted to format the disk.

Is this a corrupt disk or a blank disk? This disk should contain resumes, letters, etc. How can I access the disk?
