Cannot get Windows started

I formated my hard drive the other day and now I have a problem. In the BIOS I have CD as the first then HD. I have the Win XP cd in and when I start the PC the light on the cd drive is blinking which means its reading the cd but after a while I get "operating system not found" I tried another Win XP cd and the same problem.
