Power saving settings not maintained

My Home/Office Desk power properties are (or should be) set for the monitor to shut off after 10 minutes.

Frequently, after restarting the computer the settings have changed themselves so that the monitor is always on. I can then reset the Home/Office Desk setting to 10 minutes and all is well until I next reboot.

Is this a known issue? (XP Home, SP2). Is there a fix? It hasn't always done this.
