XP SP2 Start/Loading Order

Is there a way to change the order that programs load when starting windows XP SP2? Does it matter? It seems like my local area connection to the internet should load b4 my anti-virus (Trend Micro PcCillin) and my email client (Outlook Express) since both seem to wait until the internet connection is established.
