office2003 outlook

Hello, I have a problem with Office 2003 Outlook. My problem is when I try to send E-Mails, usually with attachments, they will stay in the outbox until I close and open Outlook. This does not alway's happen but It happens more and more. I can click send\receive until my arm is tired but still the only way it will send any mail is to restart Outlook. I researched Microsoft and did not find this exact problem listed. Oh yea I am always on-line, I beleive . Thanks for any help .
