When I press the power button on the PC the CPU fan turns on and right off. I checked the power supply on another PC and works fine. Could it be the motherboard, processor?

could be either.... first I'd try unplugging everything except the video and the memory and processor and try turning it on... you could also try removing it from the case and see if it stays on then... If not my first guess is the motherboard is shot.... could be the processor or even both though....
