Ok, I don't want to turn off the sound in general but I would like to have my laptop not tell everyone that I have just turned my computer in public when it arrives at the desktop after turning it on. I just want to stop that sound only.

What are my options, can it be tweaked?

Have a look at start, control panel, sounds and speech, change the sound scheme

Find Windows Start then use the menu to change it to none, click apply
