my computer is messed

hi
im new here but i really need help...
i was trying to fix my sisters computer
but i accidently deleted something (in application data?)
so now the comp no longer works
this is how the comp is like now:

1.) i turn it on
2.) everything runs and loads normally (see windows xp home edition loading)
3.) then it goes to the blue welcome screen and the computer starts up
4.) i see the wallpaper and the cursor and i hear the start up music
5.) this is where it ends... nothing happens afterwards and in a few seconds it goes back to the blue welcome screen, i hear the exiting windows music and i am asked to choose account to log in to or log off
6.) so i press the account again and its jus a loop from 4-5

please help me.... :tazz:

oh and i tried tapping f8 and going into safe mode and everything
and same results
can't get into windows..
please help asap
