DVD Decoder Issues

Im currently trying to play a dvd on my new notebook and in Media Center and Dell Media Direct it says that i dont have a DVD Decoder installed. I recently reformated the HDD and loaded all the missing drivers. Where can i find a dvd decoder so i can watch my movies??? thanks!
