I Can' Find my Recovery disk.

:whistling: My computer has crashed and says to re-intall <Windowsroot>\system32\hal.dll. I can't find my recovery disk and I have tried to download to a disk off another computer but that doesn't work. Is their anything else I can do without buying a new hard drive? Please help me!!!
