Internet Connection Modem Problems

I tried to send this before, but i think it failed to go so I will do it again and be as brief as possible.

I have had to make ennumerable cals to Internet Service Provider in order to settle this problem.

Symptoms: Erratic ability to connect to internet
Erratic ability to use Outlook Express
Many time-outs do to inactivity on Outlook Express

Background:

Twoo weeks ago, I had re-format and re-installation of Windows XP Professional with Front Page(Office 2003)

I have also installed in addition:

Yahoo Instant Messenger(BETA)
CCleaner
Dial-up Acceleerator(from phone company)
Internet Call Manager(also from Phone company)

Phone company advised me that it might be "spyware"

Have done following scans:
-AVG
-Ad-Aware Anti-spy
-Spywareblaster
-Spybot S & D with following results:
MicrosottWindowsSecurit:yCenter_disabled: Settings (Registry change, nothing done) HKEY_LOCAL_MACHJNE\SYSTEM\CurrentcontrolSet\Services\wscsvc\Startl=W=2
Microsoft.WindowsSecurityCenteç.iisabled: Settings (Registry change, fixed)
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Seivices\wscsvc\StartlW=2

Sometimes desktop shortcut for internet connections works and sometimes it does not.

Please advise

Further to my original posting of m oments ago.

When technician did re-install asked me if I had installation disc for Modem MOD-INTERNET T.V.92/V44 PCI so I went to store with it but he already set it up. However I'm wondering if the correct driveer isn't being used. And what can I do to correct this feature. Do I need to re-install modem?

Resolved?

Age of system?

Two OS's on same drive, but different partitions, or two different computers?

Which OS is the modem linked to, 98 or XP?

Went to Cntrl Pnl and did a troubleshoot of the modem properties?

Queried modem to test internal links?

Set everything to the default settings?

Driver files hunkey-dorey? Broken links? [Make sure those files are where they are supposed to be as suggested here.]

Driver uninstalled-reinstalled, rolled back-reinstalled or updated?

Resource tab...any shared resource settings? [It may be working one time when resources are in its favour, but not at another when it has to share.]

Setting for modem on tapi? or not?

Done the usual sfc_/scannow?

Then on to TuneUp Utilities 2006?

Degragged and scandisked?

One opeerating system: Windows XP Professional with Office 2003

Modem indicatd as working:

However major crash last night. No reaction from Start Menu when cliked.

Cannot do restore point.

Cannot open in Safe Mode (F8 at reboot)

Cannot do sfc/scannow because I lack official Installation Disk.

File Ql1240 corrupted.

did just type it in this way
sfc/scannow

it should look like this sfc /scannow

can you borrow the xp cd that did the reformatting for you

use it for repairs if your prompt for disk
