harddrive and other issues

heres my issue, my compuer powers up (as in all the fans start working) then after a few seconds it sounds like the harddrive hits a wall and the fan slowy dies down into nothingness. the thing that confuddles me is that even when i power up there arent any bios, which should come p w/ out a hd, if im correct. im running an athlon 1800+ 768 ram a western digital hd thats really all i know any ideas really needed, this forum has helped me solve problems before lets see if it can come through again.... :/

okay so i got my computer woeking, as long as i dont install my 9600 xt, if i do it seems to power up (card too) but i get no signal. no error beeps, just a blank screen (the red light in the front of the case stays on, not sure what that means).. please help me out
