Internet Explorer 7 won't start

Hello. Everytime i click on the IE icon a blank window appears and disappears within 2 seconds. Right now i'm using the Internet Explorer without add-ons version. The no ad-ons won't open vidoes or any online games. How do i fix the regular IE? And if it helps, everytime i click on something like "My Computer" or "My Documents" in my Desktop, the start menu and bar disappear and then reappear.
