cannot copy or delete some files and folders

I have a few files and folders on my hard drive that I can't rename, delete or move. It says "cannot delete [file or folder name] It is being used by another person or program. I am sure those files aren't being used by any program or another person. I tried booting the pc in safe mode and tried again but still the same result, I tried using softwares to force deletion but without success, am i missing somethin real simple here?

Try Unlocker from my signature, install with the add to context menu option, delete a file, Unlocker should run, use the menu to choose what you need

You may need to reboot between installing unlocker and being able to run it on a file
