Can hardware slow down your PC, in time?

I dont know if this is in the right thread but I think my problem is due to hardware not software.
I have just reinstalled my OS. As far as I know its meant to run as fast as when I first bought it But it doesnt. I've run burnintest to test for faults in my hardware but there seems to be no problem. The question here is is there any reason why my PC runs slower now than before even though I've reinstalled WinXP.

Have you installed all of your chipset drivers and configed your page file?
